The second phase continued all that had been done in the first phase, as well as providing legislation that would benefit the working Americans. It was during this time that the social security system was set up. Throughout all of this, numerous organizations were set up by the government. These included the NRA, the FDIC, and the AAA. Though many of the policies were later pulled down, some, like social security, remain today.

Hello Franklin D. Roosevelt, this is president Andrew Jackson. I looked at some information on whitehouse.gov and read over some of the steps you took in the Great Depression. I believe that because of the country's economic crisis at the time that what you did was benificial. Taxing the wealthy and creating a work relief program for the unemployed were both wise in helping America to become stable again.
